Overview of position

Job Title: Recruitment and Workforce Manager

Reports to: Director of Workforce Development

Hours: Fixed 40 hour Contract - Monday to Friday.

Salary: £39,000

Location: Cascade Group Services offices - Norwich. You may be required to work from other locations at the discretion of the company and with appropriate notice including our Hull Head Office and homes/schools located outside of Norwich.

Job Overview:

As Recruitment and Workforce Manager, you will be responsible for the recruitment and workforce processes across our company. This includes; CQC registered residential homes, Ofsted registered residential homes, Ofsted registered schools, Cascades Group Services, and all other Cascade projects. The role is responsible for the co-ordination of the wider workforce

team, and ensuring that Cascades recruitment is robust and in line with regulation. Working with Directors to produce annual reviews of recruitment and workforce data to support the continued development of these functions to the business.

Role Specific Duties:

To provide leadership for Cascades recruitment processes

  • Ensure Safer Recruitment for all candidates

  • Foster positive relationships with our new starters as their primary point of contact

  • Provide new starters with regulatory policy packs

  • International recruitment checks - Manage in conjunction with HR overseas staff and all relevant documents and renewals- Passports/Visas/BRP/E-Visas

  • Encouraging all new employees to sign up to the up-date service

  • Ensuring all staff files are accurate, with frequent audits

  • Lead with technological recruitment updates

  • Liaise with new management teams opening new homes to ensure a smooth recruitment process for new Cascade homes

  • Support with interviewing for various roles

  • Gold standard recruitment for senior roles within Cascade

  • Support with annual pay reviews following the new budget

  • Ensure all teaching pre employment checks are carried out - QTS check, Prohibition etc

  • Communicate with stakeholders around recruitment vacancies

  • Develop new strategies to support the engagement and retention of Cascade staff

  • To oversee and support Cascade recruitment events

  • Lead with the management, monitoring and reporting of Cascades overseas licenses via the SMS Home Office portal. To make sure that all requirements when sponsoring candidates withVisas are met. These records are retained, stored and reviewed in line with guidance

  • Develop and enhance the workforce development plans for Cascade as a group, ensuring the effective delivery of company aims and objectives

  • Keep up to date with compliance around recruitment - CQC, Ofsted, Keeping Children Safe in Education

  • Lead in the review and audit of recruitment policy, processes and documents across company

  • Arrange and lead on monthly Workforce meetings

  • Provide line management for members of the workforce team

  • Provide mentoring/coaching and training for all staff working within recruitment (group and service managers)

  • Prepare and advise for inspections across the company within the scope of recruitment and workforce

  • To support the administrative and financial services within Cascade in accordance with agreed standards, legislative

  • requirements, relevant regulations, in line with accepted best practice and within the financial plans agreed from time-to-time

  • Be responsible for promoting and safeguarding the welfare of those individuals they support

  • Achieving recruitment quotas and business development targets each month

  • Undertake the delivery of Cascade recruitment inductions, across company

  • Complete yearly Recruitment Overview Analysis for Cascade Directors

  • Promote a positive image for the people and employees of Cascade

  • Attend Recruitment and Workforce events regularly to promote Cascade to other care companies

  • Work to establish effective employer-employee relationships

  • Cooperate with the implementation, evaluation, orientation and induction of all new employees

  • Support the effective resolution of team conflicts

  • Support candidate for all recruitment needs

  • Ensure that Cascades ethos and vision is embedded within the recruitment process and discussed with candidates

  • Seek opportunities for personal and professional growth

Specific Requirement for Qualifications

Desirable

  • RQF Diploma/HNC/City and Guilds in administrative processes

Essential

  • Full, clean and current driving license

Communication Skills

  • Participate in the maintenance of Cascade Group Services management information systems

  • Ensure peoples monthly invoices are sent timeously, recording receipt of payments

  • Systematically process the financial invoicing to the paying authority

  • Attend meetings of Service Users and relatives to answer any questions they may have

  • Lead workforce meetings, establishing different learning and communication styles within the team to ensure effective communication between team

Problem solving skills

  • Systematically solve day-to-day problematical issues which arise

Accountancy Skills

  • Ensure accurate accounts are kept of all financial transactions

  • Audit records to ensure compliant with Cascades policies and ensure that Service Users’ rights are protected

  • To keep accurate recruitment records with full financial analytics up to date

  • Work with Director of Workforce Development and Finance Director to create recruitment budgets/forecasts

Organisational Skills

  • Maintain employee files, ensuring all documents are obtained following Cascades policies

  • Formulate an annual planner to forecast recruitment needs, policy and legislation review

  • Audit all administrative functions of Cascade Group Services quality assurance systems to ensure the service is fully compliant

  • Respond to candidates on all platforms in a timely manner

  • Planning and implementing open days across company, including arranging the relevant interview panels and questions
